I like the idea and if you look at the basics of a racetrack it's just a constant connection to an electric current. You have these buses in San Francisco using the same technology. It's as simple as McFly on back to the future funneling a current source into the generator.
On surface streets it would be a problem but what about people on the freeway. You could electrify it a bit with a little scraping mechanism. It's not like anyone is going to get off in the middle of the freeway. Plus you can reclaim the energy with the wheels turning and on the brakes.
You wouldn't have to have a groove in which to run like an AFX or Tyco set. Just some type of retractable brush to make the connection to your battery from an electric track embedded within the freeway.
The electrical strip would power your vehicle while recharing your battery for later use on the non-electric surface streets.
The carpool lane could be used as a charging lane. Collection of fees for use of the charging time would be collected in the same way as those collected for use of toll roads.
I haven't thought out all of the details - but a 40 mile driving range on our current electric vehicles sounds too limited to entice a wider usage. There has to be a better way.
Concerning to whom the fault of oppression belongs; "We are not all equally guilty but we are all equally responsible" - Rabbi Abraham Hescel
Concerning blaming others for the problem; "...And why beholdest thou the mote that is in thy brother's eye, but considerest not the beam that is in thine own eye?... - Matthew: 7 1-5
Concerning how to fix the problems concerning oppression; "Someone once said that the word 'motivation' should never be used in the singular. Some combination of motives always exist and it's impossible for anyone to qualify the proportion of each that is involved in any given act" - Warren Buffet (in an interview in the USA Today)

HOw do we keep from flying off the track while taking fast corners? Ease up on the trigger?
How would you change lanes?
